No sponsor shall earn or be entitled to recoupment fees under a recoupment contract with the city made and entered into pursuant to this chapter until after the sewerage facility and/or water facility to be a subject of recoupment has been constructed in compliance with the city’ s codes and ordinances, inspected by, dedicated to and accepted by the city for public use.
